The funds will work to make the government’s extensive decentralisation reforms better quality, more accountable and more legitimate. Decentralisation will see sub-national authorities gain greater responsibilities in fiscal matters, investments and services for citizens.

Johannes Hagn, commissioner for the European neighbourhood policy and enlargement negotiations, said the funding is “a concrete example of the EU’s continued and determined support for Ukraine”. He added that decentralisation will bring visible benefits to Ukrainian citizens.

Contributions from the EU (€90m), Germany (€6m) and Poland (€1m) will be allocated to strengthen governance and accountability at local, regional and central levels and ensure Ukrainian authorities can respond adequately to the population’s needs.

An additional €10m in support, funded by a European peace and stability instrument, will go towards the restoration of governance, reconciliation and peace building in the eastern part of Ukraine most affected by war and displacement.
